Terms of Reference Stage 1 EIS Traveston

The Traveston Crossing Dam Proposal has been referred to the Federal Environment Minister, Mr. Ian Campbell for consideration under the Federal Environmental Protection and Biodiversity Conservation Act. The minister has only a limited time to consider whether the dam is a controlled action under the act and to decide how he will assess the environmental impacts of the project. In spite of many public submissions, he has so far chosen to abrogate his responsibility and allow the Queensland Government to conduct the EPBC assessment of it’s own proposal - a procedure which has had disasterous consequences in the past, as in the case of Paradise Dam. He has several powers under the act to use a legimitate independent assessment process and instead has stated an intent to disregard the public concerns in this matter and assess the proposal under a bilateral agreement with the Queensland Government..

Addendum to Traveston Crossing Dam IAS

The Initial Advice Statement (IAS) was submitted to the Coordinator General’s Office in October 2006 to seek declaration of the project as a “significant project” under the State Development and Public Works Organisation Act 1971. Since that time, as stated in the IAS, the project design has been progressed and therefore some of the key figures quoted in the document have been revised. The refined figures are presented in the table below. As design is ongoing and the EIS process may itself lead to design or operational changes, further optimisation should be expected.

The Environmental Defenders Office (Qld) Inc. is a non-profit, non-government community legal centre dedicated to providing legal advice and representation to individuals and community groups working to protect the environment. We are part of a national network of EDOs working to protect the environment in the public interest. EDO Qld has been helping people use the law to protect the environment since 1989.

Some of EDO Qld’s outstanding achievements include:

  • Running three successful Federal Court actions under the new Commonwealth legislation (EPBC Act)–an injunction proceeding for breach of the Act and two judicial review actions; and,
  • Running several Planning and Environment Court appeals resulting in markedly improved development conditions.
